The Universal Periodic Review (UPR) is a peer-to-peer evaluation of a country's rights record. All 193 UN member states are expected to participate, and even states like Russia and China do.

Though unfortunately consistent with the turning away from universal human rights values that the United States has increasingly demonstrated in recent years, US withdrawal from the UPR is a shameful decision that promises to empower and inspire bad actors to do the same.

It sends a message that the US is above reproach from its peers and it eats away at the very essence of the UN human rights system -- that while no state is perfect, each state still has the duty to monitor and assess each other in a commitment to push each other to do better.
