They have to follow it or lose the ability to bring *any* of it to trial. Right?

They are putting pressure where they need to.

Then they should say that. They should say, We would love to recite what's in these files, but if we do so, we lose the ability to formally prosecute these people later. No one is saying that. So I don't think it's a process problem. I think it's a political problem.
