Laws interpreting the wording of the Constitution are constantly passed. Then courts, up to SCOTUS, have final say. So some cleverly-worded Dem law should try to limit presidential pardon power.

Jeez, do you also bring a wiffle bat to a gunfight? Yeah, let's just pass stuff so it can bounce around in the courts until the superlegislature, otherwise known as the Supreme Court, rules according to their ideology. Real efficient.
