The thing is, there's no legal avenue to initiate Section 4 of the 25th Amendment that doesn't involve Vance (the VP) making the declaration of inability. Impeachment is really their only avenue, given the 14th went out the window when Trump was given a pass for inciting an insurrection on Jan. 6.
