Does Russia even have 70,000 troops?

Define troops. Bodies ⏬️ they have more when the war started. But despite recruiting close to 40k a month never reaching the goal set by law. Wondering why that is 🤔?

An acquaintance’s brother in law is a training officer in the russian army. According to the acquaintance (German national, pro Ukr) the russian officer said that the best trained soldiers remain in the barracks and are not send to the front. 80% of the material produced goes to storage.
