Because they're cops in the US.

The average length of basic training for cops is barely 20 weeks.
Less than six months to "earn" a literal "license to kill" with the only caveat being as long as you say the magic words "I feared for my life or the safety of others." at least a little convincingly.

This is why we have to shoot them. Once they are out of action our tax dollars don't have to be used to fund them. It reduces the national debt. Its a win win solution. If you are bad shots, get red laser sight attachments for your gun. You just can't miss an arm or a leg or private parts with that.
