OK someone who knows Mahjong please explain to me how this isnt a hand that works

From the rules I've read, you aim to have 1 pair, and 4 sets (triples or straights), but for whatever reason this isnt setting off a winning hand? Help me understand

Are you playing with a minimum hand value (han)? Been a while since I played but looks like a valid 1han tanyao (open hand).

Your hand is open (you took a tile that someone discarded). You want to keep your hand closed unless you're going for a yaku that allows an open hand. This hand doesn't have any yaku, and thus can't win.

Depending on the ruleset, tanyao may be open, and is a valid yaku.

It's very likely that this game has rules don't allow for open tanyao (all simples). You'll want to see if kuitan is enabled: if it isn't, then this isn't a legal hand.

It could also be that there is a minimum han requirement in this game, in which case, this 1 han hand may not be applicable for a win as well.
