Cold War competition led to some positive results because it was understood that "winning" involved delivering a superior way of life, and being seen to do so.

A competition between cliques of oligarchs to acquire wealth and influence for themselves has no such positive externalities.

China's rulers talk openly about how they don't really want to stimulate household consumption, because the resources of the Fatherland are better used for other things.

And our own new set of rulers tend to view the population in a similarly instrumental way.
