It actually says you can be arrested if you use facilities in another state as well. So if you use the bathroom that alings with your gender in any federal facility anywhere including airports.

I *speculate* that you need to have been arrested in another state and convicted in that other state for using a public restroom in that other state in order for Idaho to count that as a "Strike" when Idaho arrests & sentences you for using a public restroom in Idaho. (Idaho has a "3 strikes" law.)

In order to think this wouldn't happen, you would need to take every law at face value and never think about its application.
