I thought he meant we wont use nukes, but now that you mention it, I think he means Iran can’t develop nukes. Which i guess would mean he hasn’t ruled out us using them

My, admittedly untutored, reading of it is that he realizes his own Cabinet was ready to pack him off to a padded cell because of the implication that he'd nuke Iran, and so he's trying to underscore that his threats of genocide are on the safe side (for him) of that red line.
