Seen this issue happend to some other artist friends, paypal is truly unreliable, you should try to email them and see what can be arranged, for the time being, there is some alrnative that operate internationally...though its still a pain in the ass needing to change everything, i hope you are okay

I feel like PayPal's return is hopeless, but I'll keep trying a little longer.
I'll try sending emails too.

For the time being, it looks like I'll have to go through the process of discussing payment methods with clients first when I accept commission requests.
