• Must be unambiguous,
• Must relate to the federal interest in the program,
• Cannot violate other constitutional provisions,

In the law firm EO cases, the law firms listed each other's cases as "related", and the clerk assigned them to the same judge. But the judge said that they weren't "related" since they had different parties, and overlapping but not identical issues. See minute order on 3/28. Maybe same here?

There's a decent chance Judge Burroughs rejects the relatedness designation and the case is reassigned. I'm not sure it satisfies the definition of a related case in the District of Massachusetts local rules. See LR 40.1(g)(1)(B), (g)(3) (common parties and common question of law insufficient).
