I agree about Ukraine and the UK, but the inclusion of Canada is more complicated. However, you can make a strong argument for including Canada in the EEA or ETFA, which would have similar effects without some of the geopolitical problems.

The most straightforward is that Canada doesn't/can't satisfy the Copenhagen criteria's geographic requirement. Canada also has regulatory and institutional complexity that makes adopting the whole of EU law, inclusion in the TENs, and other parts of EU integration infeasible.
