Might be an idea to require registration plate numbers to also be stenciled (painted, not decals) onto all vehicles' rear quarter panels (can't be removed from unibody vehicles) and the front and rear bumpers

Think about what would happen to you or I if Kwame Raoul’s office became aware we were switching out license plates to help facilitate our commission of other crimes.
