GOP leader Putin picked this up and added a whole lot more deception and misinformation in response to Obama's brutal sanctions after Putin invaded Ukraine in 2014. Putin hasn't let up at all, and the GOP is helping Putin attack black Americans:

Educated black people(including Kamala Harris) have been shouting this from the rooftops for years. Most Democrats don't care, because the GOP and Putin's top targets are black people. Harris herself endured a ferocious onslaught from Putin/GOP bots & trolls in black spaces from 2018.
