I wouldn't be surprised if they're using old tried and true transport stream to reduce risk. At Astra #1-#3 we were instructed to use IRIG 106, because it's been validated for 50 years and the spec really showed it's age.

Change comes slow at NASA thats for sure, radio protocols included. I can easily see a video encoder with a not so great CBR rate control trying and failing to fit inside an inelastic and inadequate bitrate allocation in a very visible way
