I'm reading more reports of ICE in smaller towns. So did the 700 "withdrawn" just get sent to these smaller towns or did they really get sent away from our state?

From what I read, ICE is hitting smaller towns and cities with low-paying jobs that have attracted immigrants. I think they will be surprised that even in those places there are people with consciences.
