I think they want a judge to yank the FDA approval of mife for use by minors and are throwing everything at the wall

I just skimmed it, and: yes.

I particularly liked the part where the states are harmed by having to pay for complications of medication abortions but no consideration is given to compensating benefits due to not having to pay for complications from giving birth.
