Can UKR Forces attack those probably civilian taxis?

Medevac vehicles must be clearly marked as such. Civilian vehicles carrying combatants are legitimate targets as per the rules of war.

Yes but it's a taxi, it means the driver is a civilian. IDK what applies, it seems if the civilian is requisitioned it's a bit unclear.

I am definitely no legal expert, but my gut feeling would be that the proportionality principle would say that it's ok to hit a civilian vehicle with a civilian driver if it is currently being used to transport military personnel or equipment.

AFAIK Ukrainian frontline soldiers do not consult lawyers. If a target is military in a common sense, it is treated as such.
Russian manuals for operational commanders direct them to set aside some 15% of fires for civilian targets as hospitals etc.
Think of this before nitpicking.
