I know it's confusing, but starter packs and moderation lists are two different things. So starter packs are used to follow people, and those you have to go back to click on again to follow anyone the creator has added since you last used it. But...

...moderation lists are for muting and blocking. And as I understand it, once you click that button and mute or block people on that list, it works like a subscription and will automatically mute or block anyone for you who the creator adds to the list later.
