What this admin does is the "beginner's luck" effect (Can't counter a strategy or reliably predict moves if your opponent has no strategy and makes moves on a whim) formalized as the whole gameplan. The only coherent through-line is to be outrageous and stay in the news.

I've done the math. 150 ships per day, that's 150M per day each, or about 55B per year. For Oman, that's around half their GDP, for Iran it's about 1/6th.
