Don't you love the instantly snarky non-help of an answer? This work has to be contracted separately and a given area will be done all at the same time for cost efficiency. Some folks are rich enough to do their own so permission is needed. FEMA can't supply funds forever.

Because in Florida they push it all to the curb - no property access permissions required, unlike fire debris removal, which requires the govt to get permission in writing to go on your property and alter it.
