As US citizens, when those babies turn 18, they are required to file annual tax returns on their worldwide income and earnings and pay any taxes owed. Is that being enforced?

It absolutely is! It doesn't matter where in the world a US citizen is. IRA is on their neck.

Some years ago, I read that only about 13% of US citizens abroad file tax returns.
