Tip local businesses. Buy more rugged tires... Beef up your vehicles so if the roads are left to disrepair. Most people would have already had time to prepare for that. . . Get creative.

Ask your state to help redirect the federal taxes into specific things so everyone in the state kinda has eachothers back I guess. Doner states should be able to lend a hand to non doner state cities to aid one another. I'm not a financial expert so I don't know how much of this works
