This is true if it’s a mediation rather than a negotiation. However, the description suggests that the Pakistani PM is a go-between, not a mediator.

By "mediator" I mean someone who is going to point out to each side why their position sucks and why it is better to give a little to get a deal. You are assuming that the Pakistan PM will just be a silent messenger, but I don't see that in the post, is there a longer story about this?

and btw, all mediations are negotiations. I've never been to one, even if unsuccessful, that did not result in some kind of offered concessions.
