We’ve whittled away our state capacity such that the State Dept cannot speak for the president and the president’s only credible commitments are tariffs and bombings, thus, we’re literally unable to enforce/implement any deal, let alone act as a stabilizing role among multiple parties.

It's tempting to believe that someone will have to write down some words that both parties agree to sign to, but we may just wind up with nothing.
