Giving credit where it's due, the most powerful factor reining him in on the original trilogy was his then-wife, Marcia (who won an Oscar for editing the original film).

They divorced after RotJ came out, so yes, by the time the prequel trilogy was made he was definitely surrounded by the yes-men.

Let's not leave out Irvin Kershner directing episode V.

That man is chiefly responsible for the greatest SW movie ever made.

He took every limitation thrown at him and made it not only work but produced a masterpiece even recognized as such by non sw fans.
