Number of times I've been told something can't happen because of a law or contract; a worrying number of people seem to earnestly believe that the law is implemented by magical forces.

It also needs the will to act and enforce the constitution when it is brazenly ignored as Trump has done, repeatedly.

"He can't do that" they cry repeatedly.

Its almost as if their constitution was as powerful as Magna Carta. In other words useless.

Sadly constitutions require people willing to uphold them. And despite the best efforts of some, the leaders in the US could not be any less interested in doing their duty if they tried. I know you've alluded to this exact situation in the past. So what next?
