The entire US history of war in the Middle East for my lifetime has been a slew of deliberately slaughtering civilians without ever "intentionally" giving an order to do so, via loose targeting and collateral damage rules.

The resulting erosion of the intent vs outcome distinction is unsurprising.

You simply cannot expose a generation to endless forever wars substantially characterized by inventing new euphemisms and excuses to "accidentally" kill civilians with impunity, and expect that generation to feel strongly about warfare intents on paper, even if and when it might truly matter.

Sure, to be clear my point was the shift from intent to outcomes is a broader societal evolution and is not limited (though it does include) to wars/collateral damage.
