Because every single person could present a threat, then every move, every action that looks suspicious is seen as such. It’s a horrible circle. The training looks sub par and the I’ve seen videos where they shot a suspect who was fleeing.

I’ve also seen videos where an officer is being incredibly patient with someone who is presenting a very real threat and de-escalates a situation where I’m pretty sure they would have been shot.

And lastly, that they are called Law Enforcement Officers, with the emphasis on enforcement. You shall obey, you shall submit. Add that repercussions seem absent, then you create a culture of fear, us, them and the knowledge that little or nothing will happen to you.
