Some ways to work against this order:
1. enterprises can just reorganize into entities up to 150 in size which aren't obligated to provide any people
2. Enterprises can be sexist and designate women who will mostly end up in supporting roles.
3. Employees will shift to smaller employers.

This is perfectly aligned with another initiative. Russian universities now have a quota to turn at least 2% of male students into contract soldiers.

With 2.2 million male students enrolled, that could mean 44,000 recruits. At least 70 schools were already involved by late February.
