It should not be punished in millions. It should be punished in % of the company , like 25% of value hence actual stocks is transferred to the victims. Next offence : 50% and so on.

The monetary part should be charged in percent of the company. But people who run things, the execs making the big bucks, should be held criminally liable as well. They should go to jail. Corporate personhood allows impunity - there are no consequences for actions.
