We have to make better conditions so people can come forward safely.

Interrogating how the system failed and Swalwell was allowed to persist for so long is important and necessary.

But blaming others, including victims for not speaking up sooner is not the right approach. Respect their agency.

We currently have a structure where those who bear the cost are very often the victims, and to ignore that reality is to flatten the current problem.

Everyone feels bad and mad Swalwell was able to persist, then ask how we stop the system from letting that happen in the first place.
