The difference is the postal service is a revolving fund, meaning they are supposed to be able to operate without annual appropriations. Unlike USDA or DOW which are not designed to be revenue generating entities.

If you take DoD at their word then were at about $45 billion. The idea that the real cost was closer to $3 billion a day has been mentioned more than once
