Why hasn't any state arrested ICE or CBP police that use excessive force? States can arrest and prosecute ICE and CBP police for use of excessive force or acting in a manner that isn't justified by federal policy, or acting outside the scope of their federal duties.

Only problem is if they are working in the official capacity the DOJ can elect to transfer the case to the Federal system then decline to prosecute. I believe it is 28 U.S.C. § 1442
