The alternative, which is just as scary, is that they don't know what they're saying. They just repeat the phrase because it's fun to say, because they have no politics.

I think that's most of it, actually. With a little bit of anti-communist/islamophobic propaganda baked in to allow for some nuclear cruelty when something finally slips through and actually affects them personally
