Other UK cities I know well have taken action against traffic congestion: Nottingham (my home), Edinburgh (my 1st job), Manchester (my wife studied there). London (visit all the time). Leeds still feels like the traffic sewer it was when I studied there in early 90s. They need trams.

Sounds like the Motorway City of the 70s has, in an ironic twist, become just that.

I like Leeds & it's in a great part of the UK but it's ironic (again) that the home city of a leading UK centre of transport planning (Leeds Uni) is repeatedly unable to build light rail.
