It's been done. This is what the House adopted just *three days* after Johnson illegally fired Edwin Stanton, and then they later filled it in with the more detailed articles.

"Resolved, that Andrew Johnson, President of the United States, be impeached of high crimes and misdemeanors."

The House could also, if it wanted, pass a resolution like that and leave it to the impeachment managers to write the articles specifying the charges in more detail for presentation to the Senate. And the House can name whoever it wants as managers, that's not up to the speaker.
