It is indeed highly significant . An agreement they in no way undermines Schengen but at the same time shows mobility arrangements can change.

It will allow more economic activity under the existing visa waiver

Basically more types of paid work

It will bring Spain more in line with many other member states that already allow more work to be performed under the waiver

The detail hasn’t been published yet, but it looks like it will allow certain kinds of work to happen In Spain as other countries already allow certain kinds of work to happen. Or it might be like the Swiss Services agreement the UK already has to allow service providers to work.
