No one is going to publish a rumor. For good reason. Journalists & media can easily get sued for defamation. Many times those lawsuits will fail, but fighting them costs time & money that even the large media outlets don't have.

You can't just publish a rumor and magically victims will appear.

Are you sure? I guess I'm not an expert on journalism but I'd be surprised if "it seems to be well known among staffers at the state capitol that so and so grooms interns but no victims are yet willing to come forward" is actually a printable story.

No. It’s only publishable when a victim is willing to go on record. At least with a reputable journalist. It took 5 years of work for the Chavez victims to agree to go on record with The NY Times
