i dont know about general european funding, but german filmfunding is a nepotistic and corrupt hellhole, where you have like 3 people with very bad taste that either say "nah!" or "yes". and you have to bring your own funding upfront.

Same in France, all the funding go to private school or live action movie (there is no separate funding for animation) and studio have to eather get job from other contrie (like fortiche) or do cround funding (like bobypill or ankama)

That really hurts. Animation is its own artform. It isn't just film. Animation deserves its own funding separate from live action film.

Less than 1% of the national funding goes to the arts, here in the U.S. but it's constantly under attack from the conservatives. America doesn't even fund arts.
